The college was established in the year 1961 in Syracuse, New York. It is one of the 30 locally sponsored community colleges throughout New York. The college offers degree courses and programs in business studies, arts, biology, electronic media communication, chemistry, library sciences, mathematics and nursing.

The athletics teams of OCC are called the Lazers. Its men s lacrosse team won the NJCAA national championship in 2006 and 2007. The college also has separate women s and men s basketball teams.
